Course Goals (acquired competencies): Knowledge of support mechanisms for renewable energy sources (RES) and energy efficiency (EEf), their application in the EU and the Republic of Macedonia and the effectiveness of the application as well as a critical assessment of the suitability to apply certain measures depending on the socio-economic conditions and desired results from the application.

Subject of the course content:

1. Needs for support schemes for Renewables (REN) and Energy Efficiency (EnE): Global developments in the energy field – energy resources and their exploitation, environment and global warming, security of supply, geopolitics vs. technological developments and use of REN, new (smart) concepts in power systems.

2. Europe Third Energy Package and Energy Community Policy: Objectives – „20-20-20 by 2020“, Directive for promotion of REN, Directives for promotion of EnE, Obligations of the Republic of Macedonia as a contracting party to the Energy Community Treaty, Strategies and Action Plans for promotion of REN and EnE in the Republic of Macedonia.

3. Schemes for support of REN: Investment based subsidies; Tax based subsidies; Feed-in Tariffs; Fixed Premium; Programs for participation/shareholding; Green Tariffs; Tendering System; Tradable Green Certificate System; Environmental  Taxes; Voluntary Agreements.

4. Implementation and Results of support schemes for REN: Implementation and experiences in EU, South East Europe and Republic of Macedonia.

5. Schemes for support of EnE: Environmental Taxes; Tax exemptions; Possible pass-down to end users of suppliers costs; Possible pass-down into the wholesale electricity price; Investment based subsidies; White Tariffs; Preferential Loans; Sale of Kyoto units; Fiscal incentives financed via Government budget.

6.  Implementation and Results of support schemes for EnE: Implementation and experiences in EU, South East Europe and Republic of Macedonia.
